Agentic terminology doesn't make any sense. Why are actions = set of tools. Actions is a more granular word than tools. An action is to jump, to run, to hit, to walk. A tool, meanwhile, is something that can do multiple things. If I asked you to name a tool, you might say "hammer". A hammer can nail something, pull out something, smash something. It's less granular than action. But for some reason, we chose a significantly more granular word (action) to describe a combination of a less granular word (tools). end rant.
